Uzbekistan exempts breeding livestock imports from VAT until 2029

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a resolution introducing additional measures to develop the livestock sector and pasture farming based on modern approaches and management systems.

According to the document, from 1 June 2026 to 1 January 2029, imports of breeding cattle, sheep, and goats will be exempt from value added tax.

The resolution also introduces new state support mechanisms. From 1 July 2026 to 1 January 2030, subsidies will be provided to the population for each identified breeding calf born from identified cows. The payment will amount to 500,000 soums in cases of artificial insemination and 700,000 soums in cases of embryo transplantation.

Starting from the 2027 harvest, farmers will be allowed to allocate crops for fodder production on half of the land of agricultural organizations previously designated for cotton and grain cultivation.

The document also provides for the establishment of an Agency for Livestock Development and Pasture Farming under the Ministry of Agriculture.

In addition, 10-day training courses on artificial insemination will be organized in the Tashkent region. Specialists who successfully complete the training will be provided free equipment and tools.

Preferential loans with repayment terms of up to 10 years will be available for entrepreneurs implementing livestock projects. In particular, financing of up to 5 billion soums is allocated for the creation of breeding cattle farming complexes.

The resolution also allows the use of part of irrigated land for livestock infrastructure and fodder cultivation.

Special attention is given to digitalization of the sector. A unified electronic platform is planned for livestock accounting, breeding stock management, investment projects, and business services.

Under the document, Uzbekistan plans to increase industrial processing of meat and dairy products to 50 percent and the share of breeding cattle to 90 percent by 2026–2028.
