Kyrgyz officials visit Namangan to study governance reforms
Tashkent, Uzbekistan (UzDaily.com) — A delegation of civil servants from the Kyrgyz Republic arrived in Namangan region to study the region’s experience in public administration reforms and service delivery systems.
The delegation, consisting of staff from the office of the Plenipotentiary Representative of the President of the Kyrgyz Republic in Jalal-Abad region, as well as representatives of local administrations and city municipalities, was officially welcomed early in the morning at the “Kensay” border checkpoint in Uchkurgan district.
During the visit, the guests will take part in a seminar titled “Ongoing work in the development of public civil service and the importance of ensuring openness and transparency in this field,” organised at the Namangan regional branch of the Agency for Public Administration Efficiency under the President of Uzbekistan.
The programme also includes visits to the Namangan City Public Services Center, where services are provided to citizens and businesses, as well as the Namangan regional office of the National Social Protection Agency, which offers integrated services for socially vulnerable groups. The delegation will also visit the IT Park in Namangan.
Over the two-day visit, the delegation is scheduled to tour several large industrial enterprises and cultural landmarks in the region.
The Kyrgyz officials are studying innovations introduced in Namangan’s governance system, particularly reforms aimed at modernising public administration, improving transparency, and reducing administrative barriers.
As part of the visit, the delegation participated in a seminar at the regional branch of the Agency for Public Administration Efficiency, where detailed information was presented on civil service reforms, digital transformation, and improvements in public service delivery.
It was noted that recent reforms have introduced new mechanisms aimed at modernising public administration, digitising processes, and reducing the human factor in decision-making, contributing to higher-quality public services.
The Kyrgyz delegation also visited the “Tinchlik” Park and the Babur Cultural and Recreation Complex, where they observed preparations for the 65th International Flower Festival.
Floral installations, rare plant varieties, and landscape design projects in Namangan attracted significant attention from the guests. Particular interest was expressed in the large-scale flower planting initiative aimed at setting a record for the “largest number of flowers planted by a team in one month.”
During the visit to the Public Services Center, the delegation familiarised itself with service delivery processes for citizens and businesses, digital systems, and operational efficiency. Discussions were held on further experience-sharing between the two sides.
The delegation also visited the “Inson” social services centre in Namangan, where they were introduced to integrated support services for vulnerable populations provided by the regional office of the National Social Protection Agency.
The Kyrgyz representatives expressed strong interest in the conditions created and the services provided, highlighting Namangan as a model of modern and well-organised urban development.
