France’s Cosmetic Valley Expands Ties with Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) — A French delegation led by representatives of COSMETIC VALLEY, one of the world’s leading clusters in the perfumery and cosmetics industry, visited Uzbekistan from 26 to 30 April 2026. The delegation included 12 participants, among them company executives, industry experts, and representatives of scientific laboratories.
The visit aimed to expand international cooperation and support the development of Uzbekistan’s cosmetics and pharmaceutical sectors, as well as to enhance the country’s investment attractiveness.
As part of the program, the delegation visited Tashkent and Samarkand, held meetings with market participants, reviewed the activities of industrial enterprises, and toured the innovative Tashkent Pharma Park (Bio Pharma City) cluster.
The Ambassador Extraordinary and Plenipotentiary of France to Uzbekistan, Valérie Foucault, attended the events as an honorary guest.
One of the key outcomes of the visit was the signing of a memorandum of understanding between the Agency for the Development of the Pharmaceutical Industry of Uzbekistan and the International Beauty Industry Trade Association (IBITA). The agreement is aimed at fostering cooperation in the cosmetics and cosmeceuticals sectors, including the development and promotion of skincare, dermatological, and wellness products.
The document provides for attracting foreign companies, their localization within the Tashkent Pharma Park cluster, and the development of research centers, production facilities, and innovation hubs. It also covers the establishment of joint ventures, contract manufacturing, and licensing mechanisms.
A separate area of cooperation will focus on the development and commercialization of medicinal plants, natural and traditional cosmetics, and pharmaceutical products. The parties agreed to collaborate on GMP standards, certification, and product safety.
The agreement also предусматривает the organization of training sessions, seminars, study visits, clinical and dermatological trials, and joint research projects in biotechnology, dermatology, and innovative product formulations.
Building on agreements reached in 2025 between France and Uzbekistan, an additional memorandum was signed between Tashkent Pharma Park and the European consortium ACTT4Cosmetics, which coordinates COSMETIC VALLEY activities. This document focuses on implementing joint research and innovation projects, technology exchange, startup support, and promoting companies in international markets.
The sides also highlighted cooperation in participating in international exhibitions and forums, organizing B2B meetings, and advancing environmentally sustainable production, green technologies, and eco-friendly packaging.
