State borders ordered to improve work with appeals of individuals and legal entities

Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan issued a resolution “On responsibility of heads of ministries and departments, economic unions, representatives of the Council of Ministers of Karakalpakstan, governors of regions, cities and districts for unconditional fulfillment of the requirements of the law of Uzbekistan “On appeals of individuals and legal entities” on 27 October 2016.
The document said that officials admit serious shortcomings in the work with appeals of individuals and legal entities. The resolution underlined that the majority of complaints related to the issues of execution of the powers of the state bodies.
The resolution said that 338,200 appeals were directed to the state bodies and local administrations in nine months of 2016 (+3.1%). The administrations of cities and districts received 200,800 appeals, ministries, departments and bodies of economic unions – 71,200 appeals, regional administrations – 50,000 appeals and Cabinet of Ministers – 16,300 appeals.
At the same time, the administration of Tashkent received 14,800 appeals, administration of Tashkent region – 5,900 appeals, administration of Samarkand region – 4,100 appeals, administration of Andijan region – 3,500 appeals, administration of Namangan region – 3,300 appeals, administration of Kashkadarya region – 2,800 appeals and administration of Surkhandarya region – 2,700 appeals.
Among the state bodies, the major of appeals were directed to Justice Ministry (10,000), Ministry of Labour (4,400), Ministry of Finance (3,800), Ministry of Public Education (2,100), State Tax Committee (6,200), etc.
At the same time, number of appeals in the sphere of banking-credit sphere (2.4 times), activities of mahallas (by 58.7%), interior affairs (48.5%), pensions (48%), etc.
Virtual cabinet of Prime Minister, which started its operations from 24 September 2016, received 77,100 appeals. About 40,200 appeals were received via website, 34,900 – via phone and 1,900 via offices of UzLiDeP.
As of 27 October, about 20,900 appeals are at the stage of consideration, 33,000 – at the stage of execution and 23,200 were solved.
The resolution underlined that large number of appeals, received in short period, show that local officials are indifferent to appeals of individuals and legal entities.
Over 10,800 appeals are related to habitation and utilities, 5,400 – judicial processes and behavior of law enforcement bodies, 4,600 appeals – supply of gas, energy, water and hot water, etc.
The Government of Uzbekistan resolved that full and timely execution of the requirements of the law on appeals should be considered as one of the main functions of the all state bodies.
Prosecutor-General’s Office of Uzbekistan recommended to adopt effective measures in relation of officials, whose actions result in repeated appeals of the citizens and businesses.
The resolution said that heads of the state bodies should personally receive individuals and legal entities on the daily basis from 8:00 to 11:00. They should improve culture of work with appeals and solve all problems and complaints in the places.
In this connection, the state bodies were also ordered to improve work of their websites and mechanisms of receiving appeals via internet and existing hotlines.
The document said that public consultations were created in the centers of the cities and district to receive appeals of the citizens and businesses.
