Tashkent, Uzbekistan (UzDaily.com) -- Three weeks after the presidential elections in the United States, the process of transferring presidential power to Joe Biden began. In the recent history of the country, this procedure takes place for the first time in the conditions of non-recognition of his loss by the previous president.

I. The US Civil Service Administration (ACS) has officially notified the presidential candidate Joe Biden, who received the majority of votes, of its readiness to begin the transfer of power.

The US Civil Service Administration is the government agency responsible for coordinating the transfer of power between administrations.

As CNN reports with reference to a letter from the head of the ACS E. Murphy, taking into account recent events, including court decisions and the official approval of the election results, it was decided that Joe Biden’s team could get access to the administrative resources provided after the elections.

In her letter to Joe Biden, the head of the ACS stressed that she had not been subjected to direct or indirect pressure from any official and made the decision to start the formal procedure for transferring power on her own.

However, after that D. Trump denied the words of E. Murphy on his Twitter, where he wrote that it was he who gave the order to start the transfer of power. According to him, in the interests of the country, he recommended E. Murphy and his team to do everything that is needed according to the protocols.

According to the legislation, Joe Biden is provided with access to federal funds (US$7.3 million), a temporary office for two months, and the opportunity to participate in briefings on national security in the presence of D. Trump.

Under US law, the outgoing administration must work with the new president’s team to ensure stability and continuity.

II. According to experts, the beginning of the formal process of the transfer of power became inevitable against the background of the development of disputes over the election results.

First, Donald Trump failed to provide evidence of "fraud" in the elections. According to Politico, a number of White House dignitaries have already stated that recognition of Joe Biden’s victory is imminent, as states such as Georgia, Michigan and Pennsylvania have confirmed his victory.

Secondly, the futility of litigation. Of the 36 lawsuits filed by Trump’s lawyers, 25 were rejected by the courts as insolvent. Lawyers for the presidential team are trying to challenge some of these decisions in the courts of appeal, but, according to the Financial Times, Trump himself no longer believes in their success.

Third, there is little likelihood that the electors will reject the decision of the states during the voting procedure on December 14. According to The New York Times, the current US leader personally lobbied state lawmakers to undo Biden’s victory, and also put pressure on local and state officials, but his efforts did not find support.

Nevertheless, Donald Trump said that the decision to start the process of transferring power to Joe Biden does not mean that the current administration has agreed with the results of the last elections. According to him, his team "will resolutely continue the struggle" and believes in their victory in the elections. In particular, he announced that his headquarters is preparing a major new lawsuit detailing the ballot fraud. D. Trump drew attention to a poll conducted by The Hill, according to which 79% of his supporters believe that "the elections were stolen."

At the headquarters of Joe Biden, the decision of the Civil Service Administration was regarded as confirmation of victory in the presidential election. According to the director of the Democratic campaign headquarters, "it is a necessary step to begin the fight against the challenges facing the United States, take control of the coronavirus epidemic and return the economy to normal."

Joe Biden became the first candidate in the history of the United States to receive over 80 million votes in the presidential election.

The Washington Post reports that Joe Biden has begun considering candidates for key positions in his administration. On November 24, he introduced the persons who will be in charge of foreign policy and national security.

A. Blinken was appointed to the post of Secretary of State, J. Sullivan - to the post of National Security Advisor, A. Mayoraks - to the head of the Department of Homeland Security, L. Greenfield - to the post of Permanent Representative to the UN, ex-Secretary of State J. Kerry - responsible for climate, etc.

According to Joe Biden, the presented team is capable of restoring Washington’s leadership positions in the world and realizing his call “The USA is back”. Also, according to NBC News, Joe Biden has already talked with more than 20 world leaders who intend to support his foreign policy priorities.

III. Commenting on the progress of the transfer of power in the United States, experts note that, despite the failures that have arisen, the American electoral system retains its strength.

The Qatari edition of Al Jazeera emphasizes that the violations in the US elections are due to American political experience and electoral legislation. It’s just that no one has looked at it so closely before, since the results did not influence political trends so much.

The Tagesschau publication points out that the head of the White House and his team continue to fight in the legal "field" and are trying to get the Supreme Court to join the case, where the positions of Donald Trump and the conservatives are now quite strong. At the same time, they understand that the Supreme Court is unlikely to make a decision in which the results of elections in a number of states will be annulled, as this will call into question the legitimacy of the entire US election system.

A number of publications, including the Atlantic Council, believe that by giving up the White House with a "fight", Donald Trump and the Republican Party retain and, perhaps, improve the chances of taking control of both houses of Congress. At the same time, Donald Trump, who has collected 73 million votes, can take the leadership in the party and, thus, seriously influence the domestic and foreign policy of the United States.

The British The Economist emphasizes that trying to achieve an honest vote count, Donald Trump wants to go down in history not as a loser, but as a true fighter. According to the newspaper, “he needs to show that the elections were stolen from him and delegitimize the presidency of Joe Biden. In 2024, of course, he is unlikely to go to the polls, but he sees an urgent need to explain to the whole world why he still lost. "

In general, against the background of the emergence of undeniable data on the victory of Joe Biden, the current US President was forced to begin the procedure for the transfer of power without abandoning further proceedings. 

According to analysts, this will allow Donald Trump and the Republicans to exert a serious influence on the policies of the new administration and create solid ground for a possible "revenge" in four years’ time in the presidential elections in 2024.
