Voltalia signs power purchase agreement in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — French renewable energy company Voltalia has signed a power purchase agreement (PPA) for its large-scale hybrid project in Uzbekistan.

The contract was concluded with Uzenergotsotish JSC as part of President Shavkat Mirziyoyev’s official visit to France. The agreement, signed with the support of Uzbekistan’s Ministry of Energy and the Ministry of Investments and Foreign Trade, marks a key milestone in the implementation of the Artemisya project, which will be located in the Bukhara region.

The project consists of three main components: a 126 MW solar power plant, a 300 MW wind farm, and a 100 MW battery storage system with a total capacity of 200 MWh.

Voltalia’s partnership with Uzbekistan began in November 2022, when the company signed an agreement with the government, facilitated by the European Bank for Reconstruction and Development (EBRD), to develop the hybrid cluster. In November 2023, during French President Emmanuel Macron’s visit to Uzbekistan, a protocol was signed outlining the next steps for Artemisya’s implementation.

Under the new agreement, solar and wind power supplies will be delivered over 25 years, while the storage system will be operational for 15 years. This will ensure financial stability for the project and help meet Uzbekistan’s growing energy demand, especially during peak hours in the morning and evening. The facility is expected to generate enough electricity annually to power 2.5 million people and reduce CO₂ emissions by 598,000 tons per year.

Construction of the solar power plant and storage system is set to begin in Q1 2026, while the wind farm is scheduled for construction in Q3 2026.

Alongside the main PPA, Voltalia has also signed two additional agreements:

The first concerns the Turan Storage project, which will develop a 500 MW battery system with a 1 GWh capacity. This initiative, carried out in partnership with Uzbekistan’s Ministry of Energy and Ministry of Investments and Foreign Trade, was formalized at the recent investment forum in Tashkent.

The second agreement involves Uzbekistan’s first agrivoltaic installation, a 500 kW pilot project in the Tashkent region. Scheduled for commissioning in August 2025, the installation will serve as a testing ground for future agrivoltaic developments in the country.

With these initiatives, Voltalia reaffirms its commitment to Uzbekistan’s renewable energy goals, which aim to reach 8 GW of capacity by 2026 and 12 GW by 2030.

Voltalia’s CEO, Robert Klein, emphasized that the agreement highlights the company’s dedication to supporting Uzbekistan’s energy transition. He noted that since the project’s inception in 2022, Voltalia has made significant progress, culminating in this landmark contract, which strengthens the company’s presence in the country.

Voltalia’s Deputy CEO, Yoni Ammar, added that the agreement demonstrates the company’s ability to develop large-scale projects, efficiently integrate hybrid solutions, and ensure long-term profitability. He also underscored the high level of trust Uzbekistan’s authorities have placed in Voltalia as a reliable strategic partner in the country’s energy sector. Ammar expressed gratitude for the trust and support extended to the company.
