Uzbekistan to Purchase Electricity from Rogun Hydropower Plant Under Long-Term Agreement
Tashkent, Uzbekistan (UzDaily.com) — The Government of Tajikistan has approved a draft agreement with Uzbekistan for the supply of electricity generated by the Rogun Hydropower Plant. The relevant resolution was adopted on 30 June of this year.
According to the agreement, centralized electricity procurement will be carried out by the Uzbek enterprise "Uzenergosotish". The cost per kilowatt-hour is set at 3.4 US cents (approximately 434.2 Uzbek soums), including value-added tax at a zero rate. From the second year onward, the price will be indexed annually by 1%.
Electricity from the Rogun HPP will be supplied in parallel with ongoing deliveries from Tajikistan’s state energy company "Barqi Tojik", cooperation with which was resumed by Uzbekistan in 2018.
The electricity supply will follow a schedule agreed upon by both parties, primarily during peak load hours in Uzbekistan’s Unified Energy System. During the construction phase of the Rogun HPP, deliveries will be limited to the vegetation season—from 1 April to 30 September.
Once the station reaches full design capacity, the electricity will be supplied year-round and distributed evenly throughout the months.
The agreement is valid for 20 years with the possibility of extension.
The construction of the Rogun Hydropower Plant began in 2016. The first generating unit was commissioned in November 2018, and the second in September 2019.
Uzbekistan officially expressed interest in purchasing electricity from Rogun HPP for the first time in 2022. Additionally, in 2024, reports emerged regarding Kazakhstan’s intention to import Tajik electricity via Uzbekistan’s territory.
