It is worth to note that the prosecutor-general of Uzbekistan introduced a draft law “On introduction of changes and amendments for some legislative acts of Uzbekistan on the state symbols of Uzbekistan”.

During the session of the Legislative Chamber, it was underlined that the prosecutor-general in cooperation with other state bodies studied issue on use of the legislation on state symbols of Uzbekistan. The study showed that there are gaps, related to legislation in the sphere. In particular, the law does not fully regulated use of the state symbols and there is no ban for use of them in commercial goals, etc.

The legislation envisages amendments to the law “On state flag of Uzbekistan”, law “On the state emblem of Uzbekistan”, law “On the state anthem of Uzbekistan”, as well as Code of Administrative Responsibility.

Erkin Yusupov, chairman of the Committee on science, education and sport, said the amendments to the Law “On the State flags of Uzbekistan” envisages regulation of use of flag at buildings, halls, offices, public places, in connection with arrival of official delegation of foreign states to Uzbekistan, and at armed forces.

It is also planned to allow use of flag image at aircrafts, automobile number plates and border sign of Uzbekistan, he added.

The law “On the state emblem of Uzbekistan” will include changes, which concretizes placement of emblem to buildings, halls, offices, letterheads of legislative acts, stamps and letterheads of the state bodies, official publications of the state bodies, as well as banknotes.

Yusupov said that the amendments will ban use of flag and emblem for commercial purposes to promote goods, as well as their use at advertisement materials. The law “On the state anthem of Uzbekistan” introduces changes, which stipulates performance of hymn. Among them are inauguration of Uzbekistan’s President, holding military rituals, start and end of academic year at the educational establishments, etc.

MP said that the draft law also sets responsibility to honour State Anthem of Uzbekistan along with State flag and emblem. He added that Administrative Responsibility Code is amended to include clause on fining for violation of the legislation on state symbols. Now, violators will be fined from 5 to 10 minimal salary size for citizens and from 10 to 15 minimal salary size for official persons.
