The action programe underlined that the Government pays special attention to realization of priorities on further development of private property and private entrepreneurship as important foundation for dynamic development of economy, creation of new jobs, improve prosperity and life standards of population.

The programme of measures on further development of private property and private entrepreneurship envisages: Speeding up realization of measures on further liberalization of conditions for doing business; Full elimination of facts of illegal interference of state bodies to private business; Elimination of all barriers and unfounded limitations; Expand access of small businesses to credits, as well as material and raw material resources via open exchange and fair trades.

The programme said that the Government will focus on improving legislation on raising responsibility of the state and controlling bodies, their officials for illegal interference to activities of the businesses, violating their rights and interests.

The Government will also develop proposals on strengthening mechanism of judicial protection of interests of business entities.

New Government will work on simplification of registration and obtaining permissions for businesses with use of one-stop-shop principle. It is also planned to simplify procedures related with registration of property, provision of lands to businesses, permissions to construction and connection to utilities.
