Uzbekistan 05/12/2008 Uzbekistan steps up control over use of humanitarian aid

Tashkent, Uzbekistan (UzDaily.com) -- Under a decree by Uzbek President Islam Karimov, a department for coordination, registration and control over targeted use of humanitarian aid and funds of technical assistance has been set up under the central apparatus of the Uzbek Finance Ministry.

The president had instructed the Uzbek Finance Ministry to coordinate the attraction of humanitarian aid and funds of technical assistance into the country and their timely registration, as well as to arrange accounting and control over their targeted use.

The main tasks of the department are:

  • drafting proposals on developing cooperation with donors on issues of attracting humanitarian aid and funds of technical assistance into the country;
  • coordinating a process of drafting and implementing projects on humanitarian aid and funds of technical assistance; working out and taking measures to reduce terms of registration of documents and of delivery of humanitarian aid and funds of technical assistance to a recipient;
  • ensuring full and systematic accounting of humanitarian aid and funds of technical assistance being attracted into Uzbekistan;
  • carrying out constant monitoring of the targeted and efficient use of humanitarian aid and funds of technical assistance, being received by the ministries, departments, economic associations, organizations and establishments in the country;
  • systematically drafting and submitting reports and analytical materials on the received and used humanitarian aid and funds of technical assistance to the Uzbek president’s office and the Uzbek Cabinet of Ministers.
