The agreement was signed in Abu Dhabi on 17 March 2008 within the framework of the official visit а the President of Uzbekistan Islam Karimov to the United Arab Emirates (UAE).
Legislative Chamber (lower house) of Oliy Majlis of Uzbekistan passed the document on 12 June 2008 and Senate (upper house) of Oliy Majlis of Uzbekistan approved the law on 29 August 2008.
