Uzbekistan Plans to Improve Labor Migration Legislation

Tashkent, Uzbekistan (UzDaily.com) — At the eighth plenary session of the Senate of the Oliy Majlis, the Law “On External Labor Migration” was reviewed. This legislation regulates the legal framework for the temporary employment of citizens of Uzbekistan and stateless persons abroad, as well as the procedures for hiring foreign nationals to work in the country.

During the discussions, senators highlighted several provisions that require revision in the current version of the law. It was noted in particular that the powers of certain government agencies in this area need to be redefined in light of recent administrative reforms aimed at improving the effectiveness of labor migration management.

Special emphasis was placed on the need to expand opportunities for organizations involved in placing citizens in foreign jobs. A proposal was made to grant such organizations the right to jointly monitor working conditions for Uzbek citizens abroad in cooperation with the overseas offices of the Agency for External Labor Migration.

Another suggestion was to include a legal mechanism in the law to ensure the return of labor migrants to Uzbekistan in cases where the obligations of the sending organization are not fulfilled. In such cases, it is proposed that the sending organization bear the costs of repatriation.

Senators also paid particular attention to the regulation of the process for issuing work permits to foreign nationals in Uzbekistan. They noted the need to improve legal norms regarding the grounds for issuing, suspending, or canceling permits, and to establish transparent legal mechanisms for determining related fees.

Following the discussion, senators concluded that the provisions of the law require further refinement and revision in line with the suggestions voiced. A corresponding resolution was adopted by the Senate.
