Uzbekistan introduces "Vatandosh" cards

Tashkent, Uzbekistan (UzDaily.com) —  President of Uzbekistan Shavkat Mirziyoyev has signed a decree approving the Regulations on the procedure for issuing, granting, and revoking the "Vatandosh" certificate and card.

These documents are designed for compatriots living abroad and aim to encourage their active participation in the economic and social life of the country.

The "Vatandosh" certificate serves as a form of recognition for compatriots who:

  • Contribute to the development of Uzbekistan’s economy and social sphere.
  • Strengthen friendly relations between Uzbekistan and other countries.
  • Participate in charitable and philanthropic projects within the republic.

Based on the certificate, a "Vatandosh" card may be issued to the holder. The initiative to issue the certificate comes from ministries and agencies, which submit recommendations for review by the Commission.

The "Vatandosh" card is an ID document issued for a term of five years (valid within the timeframe of the holder’s national passport).

The card provides a wide range of rights and benefits within Uzbekistan, including:

  • Visa-free entry and exit.
  • The ability to purchase real estate without meeting the requirements applicable to foreign citizens (including exemption from obtaining a residence permit).
  • The right to work without needing permits required for foreign nationals.
  • Access to medical, educational, and other government services on the same terms as Uzbek citizens.

Family members of the cardholder (parents, spouse, and minor children) are also entitled to certain privileges, such as:

  • A multiple-entry visa without state duty, with the option for unlimited extensions without leaving the country.
  • Access to medical, educational, and other government services on terms equal to those of Uzbek citizens.
  • The ability to register and extend their temporary residence without paying state fees.
