Uzbekistan introduces limits on use of mobile phones in educational institutes
Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan issued a resolution “On measures on ordering use of mobile phones in educational establishments in Uzbekistan” on 21 May 2012.

The document was adopted in order to create necessary conditions for ensuring further efficiency of educational process, upbringing harmonically developed generation.

The resolution approved a regulation on order of use of mobile phones in educational establishments.

The regulation sets order of use of mobile phones in educational establishment of secondary, secondary special, professional and higher education. The regulation is valid both for private and public educational institute, as well as both students and employees.

In line with the regulation, students and employees of educational establishments, visitors and other should switch mobile phones to silent mode.

Before the lessons and other events, all of them should turn off their mobile handsets and put their phones to their bags, rucksacks, etc.

Students were banned to hang up mobile phones to their neck, put phones to breast pockets, pockets of trousers, skirts, etc. It is also banned to recharge mobile phones to electricity networks of the educational establishments.

They also cannot demonstrate video and photo, which advocate violence, cruelty and pornography, as well as damages reputation of educational establishment. They cannot shot images and videos of violence and vandalism scenes.

During lessons, students cannot talk or send SMS (MMS) or other messages via phone, put handset to table, listen music, including with earphones, watch images of videos, play games, etc. They cannot use other services such as GPRS, Bluetooth, Internet and others.

Students can use their mobile phones (call send messages, use Bluetooth, Internet and other services) during breaks only to contact their parents, relatives, heads or employees of educational establishments in urgent cases.

To call in breaks, students should leave room and make call in corridor or hall. They should talk in low voice and it should be short.

In emergency cases, mobile phones can be used without limit in educational establishments, the document said.

Teachers and other employees of educational establishments do not have right to use mobile phones during lessons and limit use of mobile phones in presence of students off-lesson times.

Students, who violated requirements of current regulation, can be warned, teachers can make mark in their dairies or call parents to educational establishment to hold explanation works. Students will be punished in line with the internal procedures of educational institutes.

Employees of institutions has right to seize mobile phones of students in case of violation. Later, employees should report about violation to head of the educational establishment or his deputy on the incident and hand over handsets to them.

The regulation said that the educational establishments are not responsible for loss of the students’ handsets, except in cases of seizure of mobile phones.
