Uzbekistan introduces a national transparency framework in the transition to a “green” economy

Tashkent, Uzbekistan (UzDaily.com) -- The Presidential Decree of the Republic of Uzbekistan “On measures to introduce a national transparency framework in the transition to a “green” economy in the Republic of Uzbekistan” has been approved.

According to the Decree, the national transparency framework (MRV) has been launched in the Republic of Uzbekistan in the transition to a “green” economy.

The National Transparency Framework was developed in accordance with Article 13 of the Paris Agreement and is an improved and expanded version of the current MRV system.

The Ministry of Economy and Finance is considered the national body of the national transparency framework and coordinates the activities of ministries and agencies (network coordinators) within the framework, and controls the completeness, accuracy and quality of information on greenhouse gases in accordance with the requirements of the MRV system.

It also sets a national commitment (NDC) to reduce the consequences of climate change within the framework of the Paris Agreement every 5 years from 2025.

Within the framework of this system, information on greenhouse gases will be uploaded on the “Green Economy” online platform established by the ministry within the specific periods.

Furthermore, in accordance with the Decree, the followings have been determined:

 - introduction of the national register of reduction of greenhouse gas emissions;

 - launch of the online platform of the national transparency framework and coordination of its activities by the “Center for Green Economy Projects” under the Ministry of Economy and Finance;

 - greenhouse gas inventory will be carried out in certain sectors, regions and enterprises as a pilot test until 2025;

 - development of the Regulation document regulating the procedures and functions of the MRV system implementation;

 - development of methodological manuals for calculating the greenhouse gas emissions.
