Uzbekistan improves system on training pedagogical cadres
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov signed a resolution “On measures on further improving system on preparing and manning qualified pedagogical cadres of secondary special and professional educational establishments” on 28 May 2012.

The document is adopted at cardinal improvement of the system on selecting and manning professional colleges and academic lyceums with highly skilled specialists, who possess progressive pedagogic methods and ICT.

According to the document, currently, some 1,537 special and professional education establishments of Uzbekistan train specialists on 214 directions and specialists. There are 115,800 pedagogic specialists train youth at these establishments, of which 90.6% have higher education degree and over 70% - teachers under the age of 40.

In the result of the inspection of special commission, it was revealed that system of selection and heads and teachers of colleges and lyceums has shortages. It said that selection of heads and teachers of educational establishments became formality and it does not take into account their experience.

In the result, education process at the secondary special and professional education system is not in high quality and traditional school methods are used. Modern progressive education methods and ICT technologies are not used in education process. The system also did not pay attention to attract skilled foreign language teachers.

The resolution said that there is need to further strengthening education system with skilled teachers with good experience of pedagogical work. The document also criticized system of training teachers for secondary special and professional education.

President entrusted Ministry of Higher and Secondary Special Education, Center for secondary special, professional education (CSSPE) to adopt concrete measures on eliminating revealed shortages in activities of professional colleges and academic lyceums, paying attention to hiring highly skilled specialists, who posses modern pedagogic methods and ICT.

The document said that the report on conducted work should be submitted to the Cabinet of Ministers till 1 September and in the result of 2012.

Republican commission on selection, appointment and attestation of heads of the secondary special and professional education were entrusted to review employment of teachers and heads of educational institutes. The commission was also entrusted to attract to responsibility people, who admitted shortages in appointment of teachers and heads of the educational establishments. The commission should also strengthen management of colleges and lyceums.

The document said that heads of the professional colleges and lyceums should undergo examination once in two years and teachers – once in three years. The government was entrusted to review process of examination of teachers and management of colleges and lyceums.

Ministry of higher and secondary special education of Uzbekistan and CSSPE was entrusted to study foreign experience of modern teaching methods with use of ICT and multimedia. According to the resolution, they should update curriculum of colleges and lyceums based on foreign experience. They should also develop a programme on measures on introduction of modern education technologies to education process.
