Uzbekistan host seminar on place of parliament in state power
Tashkent, Uzbekistan (UzDaily.com) -- Institute for Studying Civil Society (ISCS) hosted a workshop “Role of parliament in the system of state power: experience of Uzbekistan and the United States”. The event was organized in cooperation with the Office of National Democratic Institute (NDI, USA) in Uzbekistan.

MPs of Legislative Chamber of Oliy Majlis, members of Senate of Oliy Majlis, representatives of political parties and Ecological Movement, and civil society institutes participated at the workshop.

The event was aimed at exchanging experience in increasing efficiency of parliamentary system, functioning of bi-cameral parliament, strengthening authority of legislative body and its contribution in reforming and modernizing of the country. The participants also paid attention to strengthening parliamentary control, use of parliamentary inquiry, etc.

It was noted that Uzbekistan adopted important steps on forming of the system of restraining and counterbalancing parliamentary activity, improving law-making, balancing national and regional interests, etc.

Currently, newly elected parliament of Uzbekistan is working in new political and social-economic conditions. This requires new initiatives, increasing efficiency of law-making and executing obligations by MPs and parties from the legislative body.

The participants of the seminar noted that initiatives of the Uzbek President Islam Karimov on establishing order, in line with which Prime Minister will be proposed by the party or parties, which won elections, announcement of vote of censure, will be new stage in reforming and democratizing the country.

Currently, Uzbekistan is improving legal mechanisms, directed at strengthening role of mass media in ensuring parliamentary control over state bodies and close interaction of the state bodies with the society. In this connection, the Uzbek leader initiated introduction of changes and amendments to some laws, which will improve activity of information services at state and public organizations, as well as media outlets. It is also planned to decrease consideration term of mass media requests to receive information and responsibility of officials for violation of laws n information access, and others.

The participants stated that ensuring freedom of election and developing election legislation of Uzbekistan takes special place in reforming and democratizing of the country. Uzbekistan formed legislative base, which ensured stage-by-stage, gradual liberalization of national election system, holding elections to bicameral parliament in line with national laws and international norms.

Currently, the works are underway on implementation of legislative initiatives of the Uzbek President, including on determining conditions, terms and forms of pre-election agitation, protection of voters’ rights, strengthening role of Ecological Movement.

The participants developed recommendations on further increasing efficiency of ongoing works on developing parliamentarism in the country.
