MPs, representatives of the Cabinet of Ministers, ministries and departments, enterprises and organizations participated at the event.

The session discussed issues on heat supply, regulation of relations in this area, and noted that there is need to improve legislation, regulating heating system. It was noted that there is no legislative act, which would regulate the market.

It was said that there are special laws in this area in Denmark, Estonia, Russia, Germany, South Korea and the Czech Republic. Based on studying experience of foreign states, Uzbekistan developed a draft law “On heat supply”, which would determine legal, economic and organization basics of heat supply, main state policy in the area, rights and liabilities of supplies and consumers.

The draft law is directed at ensuring safety of heat supply system, rational use of heat, reliable and secure heat supply, etc.

The participants developed recommendations on further improving the draft law.
