Uzbekistan Continues Implementing “Driver” Projects to Stimulate Regional Economic Growth

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan is actively implementing measures to stimulate sustainable economic development in its regions as part of the national program “From Poverty to Prosperity”, approved by Presidential Resolution No. PQ-330 dated 23 September 2024.

A key focus of the program is the implementation of five “driver” projects in each administrative unit of the country, covering industry, agriculture, and services. These initiatives are designed based on the specific specialization of each district or city. To support the necessary infrastructure, 1 trillion soums have been allocated from the State Budget.

Additionally, in accordance with Presidential Decree No. PF-223 dated 20 December 2024, regional authorities have been tasked with ensuring high levels of economic growth and employment through the implementation of these projects, while accountability for results at the local government level has been significantly increased.

As part of these measures, a detailed, location-specific plan has been developed and approved across the country, comprising 1,156 “driver” projects with the potential to create 121,000 new jobs. Of these, 340 are industrial, 658 are in the services sector, and 158 are related to agriculture.

In the initial phase, 467 projects were selected for financing from the budget, totaling 1 trillion soums. Among these are initiatives for establishing 24/7 commercial, tourism, and food streets (115 projects), waterfront recreational zones (44), commercial-service complexes (30), industrial microzones (41), efficient land use within industrial areas (17), and improvements to water supply systems on land leased by the population (21).

Infrastructure development for these projects is also being funded from the budget across several key areas: 47 billion soums for potable water supply, 251 billion soums for road infrastructure, 117 billion soums for electricity networks, 473 billion soums for landscaping and urban improvements, 118 billion soums for irrigation system upgrades, and 4 billion soums for other purposes.

To date, infrastructure-related construction and repair work under the “driver” projects has been completed in the amount of 151 billion soums, and 29,000 jobs have already been created.

According to Presidential Decree No. PF-50 dated 19 March 2025, aimed at strengthening the role of small and medium-sized businesses in the national economy, an additional 500 billion soums has been allocated this year for infrastructure supporting “driver” projects.

In this context, regional hokimiyats have developed 199 project proposals slated for financing from the Republican Budget. These proposals are currently under review.
