Uzbekistan changes the procedure for collecting mandatory payments for electricity and gas

Tashkent, Uzbekistan (UzDaily.com) — On 28 August, President Shavkat Mirziyoyev signed a law changing the procedure for collecting payments from the population for electricity and natural gas.

The new law addresses gaps in the legislation that previously prevented the disconnection of more than 7,700 individual debtors from the network.

According to the changes, a statement requesting the collection of mandatory payments for electricity and gas must now be accompanied by documents confirming the debtor’s disconnection from energy networks. Without these documents, the enforcement order will be returned to the state executor. Previously, this requirement applied only to legal entities.

The law also stipulates that when filing a claim in court for collecting payments for electricity or gas, the following documents must be submitted:

- The contract with the consumer;

- A demand for debt repayment with a warning about penalties and disconnection from the network, including evidence of such demands to the consumer;

- A document confirming the debtor’s disconnection from the network.

The amendments aim to simplify the procedures for enforcing court decisions and reduce the human factor, which should increase the efficiency of collecting payments for consumed energy resources.
