Uzbekistan approves early intervention services for children at risk of developmental delay

Tashkent, Uzbekistan (UzDaily.com) — The Government of Uzbekistan has approved a regulation establishing the procedure for organizing and providing early intervention services for children with disabilities and children at risk of developmental delay. The relevant resolution was adopted on May 21, 2026.

According to the document, early intervention services will be provided to children from birth to three years of age who have been diagnosed with certain disabilities. The services will also apply to children under one year of age and children aged one to three years if a family doctor issues a conclusion confirming a risk of developmental delay.

The resolution places special emphasis on mechanisms for identifying and supporting such children through medical and social institutions.

To provide these services, non-governmental organizations willing to participate in the system will be included in an electronic registry.

To access the service, parents can apply to the “Inson” centers, Public Service Centers, or use the Unified Portal of Interactive State Services (my.gov.uz) as well as the mobile application “Social Card”.

After submitting an application, an electronic voucher is generated within one working day after approval of the application form. Parents are required to begin using the voucher within 30 days of its issuance.

Once the application is accepted by a non-governmental organization, an individual early intervention plan for the child is developed jointly with parents within 10 working days.

Services are provided during the validity period of the voucher on a six-day working week from 08:00 to 18:00.

Funding for the services is provided in the form of subsidies, with non-governmental organizations compensated for actually delivered services within the framework of the used voucher.
