Uzbekistan and Germany launch new phase of vocational education reform
Tashkent, Uzbekistan (UzDaily.com) — On 7 May 2025, the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan (MHESI) and the German development bank KfW, acting on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), signed a Separate Agreement to launch the next phase of a project aimed at modernizing the technical and vocational education and training (TVET) system in Uzbekistan.
This agreement builds on previous arrangements that provided for a €40 million loan and a €2 million grant for the implementation of the project titled “Support for Vocational Education in Uzbekistan (TVET II).”
The document outlines the structure, objectives, and key components of the project, providing a comprehensive framework for its practical implementation.
Key Focus Areas of the Project:
Infrastructure Development: Up to ten selected vocational education institutions will be reconstructed or newly built and transformed into Centers of Excellence. Special attention will be given to energy efficiency and the creation of a modern educational environment.
Provision of Modern Equipment: The institutions will be equipped with state-of-the-art tools and learning materials aligned with priority sectors of the economy. This will ensure that training meets the needs of the real sector and enhances the hands-on skills of students.
Strengthening Institutional Capacity: Curricula will be revised, school management systems improved, and teacher training programs will be organized in line with international TVET standards.
MHESI will act as the executing agency, ensuring full coordination of the project’s implementation. A dedicated project team will be established within the ministry to work closely with international consultants who will provide technical, financial, and management support throughout all phases of the project.
The initiative is being carried out in coordination with other ministries and international partners, and it is aimed at strengthening the educational and institutional foundation of the vocational training system in the country.
This effort marks a significant step towards increasing youth employment and aligning Uzbekistan’s vocational education system with the modern demands of the private sector and the goals of sustainable “green” growth.
