Uzbekistan, Afghanistan, and Pakistan Sign Agreement on Trans-Afghan Railway Project
Tashkent, Uzbekistan (UzDaily.com) — On 17 July 2025, the first meeting of the foreign ministers of Uzbekistan, Afghanistan, and Pakistan took place in the capital of Afghanistan, during which a framework intergovernmental agreement was signed on the preparation of a feasibility study for the railway line project along the “Termez – Naibabad – Maidan Shar – Logar – Kharlachi” route.
The document was signed by the Ministry of Transport of the Republic of Uzbekistan, the Ministry of Public Works of Afghanistan, and the Ministry of Railways of the Islamic Republic of Pakistan. Kabul was chosen as the venue for the signing ceremony due to the project's geopolitical importance and Uzbekistan’s key role in the development of the Trans-Afghan transport corridor.
The agreement aims to accelerate the implementation of this strategically significant initiative, which will lay the foundation for the creation of a unified transport hub across Eurasia and foster deeper regional cooperation.
The agreement was developed by railway experts from the three countries as a continuation of the accords reached during the February meeting between the leaders of Uzbekistan and Pakistan. In the course of preliminary preparations, the parties carried out internal coordination procedures and held a series of video conferences between relevant agencies.
Under the signed agreement, all work related to the development of the feasibility study will be overseen by the central trilateral Project Office, established in May 2023 under JSC “Uzbekistan Railways” — the Project Office for the Development Strategy of International Digital Transport Corridors. The office already has branches in Kabul and Islamabad.
It is worth noting that on 18 July 2023 in Islamabad, representatives of the three countries finalized the route of the future railway line, and, in cooperation with JSC “Boshtansloyiha” and the international consulting firm EY, a preliminary feasibility study was prepared.
