Uzbek President provides preferences to mass media
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov signed a resolution “On presenting additional tax preferences and benefits for further development of mass media” on 30 December 2011.

The document was adopted to create favourable conditions and presupposition for further development of mass media, publishing houses, polygraph enterprises and organization on mass media distribution, ensure independence of mass media, increase their role in development of information sector, and set control over activities of the government and its entities.

President Islam Karimov excepted editorial boards of mass media and publishing houses from payment of income tax and accomplishment and social infrastructure tax for income, received realization of public-political and children literature, as well as literature for people with limited abilities.

Mass media also exempted from mandatory payments to National Road Fund and Fund for Reconstruction, capital repair and equipment of educational and medical establishments under the Ministry of Finances in part of income received from sales of mass media products, books and distribution services.

They also exempted from payment of tax payments (excluding customs fees) for imported paper, polygraph materials and carriers, equipment, imported for production needs of mass media and book production in line with the list, approved by the government. These preferences were provided for five years.

Uzbek President set that from 1 January 2012 the services on distribution of mass media and book products are not levied with value added tax.

The resolution also decreases single payment tax from 6% to 5% from 1 January 2012 for editorial boards of mass media, publishing houses, polygraph organizations, TV companies, which regard to microfirms and small enterprises.

At the same time the size of mandatory payments for publishing and polygraph organizations to Ijod Fund under the Uzbekistan Writers Union from realization of print products, rendered editorial services, polygraph and publishing services decreased from 2% to 1%.

Islam Karimov decreased rate of fixed tax for individual entrepreneurs, specializing in retail trade of newspapers, magazines and book products in average twice.

Uzbek President approved proposal of the Ministry of Economy, Ministry of Finance, Ministry of Labour and Social Welfare, Uzbek Agency for Print and Information on increasing average number of workers from 50 to 100 people from 1 January 2012 if the mass media is small enterprise.
