Uzbek population support recently adopted laws
Tashkent, Uzbekistan (UzDaily.com) -- Senate of Oliy Majlis of Uzbekistan approved 12 new laws at its third plenary session in the end of August 2010. All of them, in opinion of Senators, have significant importance for further reforming various spheres, building legal state with strong civil society.

The newly approved laws also positively valued by public of Uzbekistan. Associate professor of Philosophy Chair of Karshi State University Mamashukur Eshmatov said the upper house of parliament considered actual and vital issues, which are necessary for development of the country.

He said each Senate session reviews actual issues, related to modernization of public-political life of the country, democratization of public, as well as laws, playing key role in construction of strong civil society.

At the end of August, Senators adopted very importance amendments to the Law “On advertisement” and Administrative Code, he said. “I believe that improvement of legislation on advertisement is dictate by the time as it is directly connected with product quality, consumer rights and well-being of population.”

Tovboy Hujamberdiev, editor of ideology and morality department of Jizzakh Haqiqati newspaper, said that the amendments to the Law “On advertisement” are firm barriers for spread of advertisements, which do not correspond to our mentality.

Gulnara Tosheva, teacher of school No. 14 of Karshi district, said: “I was pleased with adoption of the law, which toughened import and sale of pyrotechnical products. This, first of all, issue of health of our children. Despite wide coverage of tragic consequences of pyrotechnical products use and facts of smuggling, these issues were remaining unsolved. During the eve of New Year and holidays, parents are worried to their children as fireworks cannot replace human life, health and security.”

But, the most discussed adoption of the resolution of the Senate “On amnesty in connection with the nineteenth anniversary of Independence of Uzbekistan”.

Gulchehra Sharipova, head of department of Jizzakh Television and Radio Company, said the adopted decision of the Senate is demonstration of humanism, peaceableness and tolerance, which is nature of Uzbek people. She said that the decision to amnesty persons under age of 18 will serve as one of key moments on implantation of the state programme of the Year of Harmonically Developed Generation.

Another document approved by the Senators is the law “On introduction of changes and amendments to Procedural Criminal Code of Uzbekistan in connection of improvement of order of interaction of judges, prosecutors, investigators and inquiry bodies with competent organs of foreign countries”.

Sobir Hamroev, member of Senate committee on legislation and judicial-legal issues, said that currently normative base of cooperation in this sphere comprises of national legislation, multilateral conventions and bilateral agreements, which Uzbekistan joined. He said that mutual legal assistance stipulates adoption of legal decision on criminal cases, extradition of suspects and transfer of criminal cases, ensures inevitability of responsibility for crime and protection of citizens’ rights.

Senator said that the law, envisaging amendments to the Procedural Criminal Code of Uzbekistan, was developed and adopted for creating legal base, necessary for international cooperation on rendering legal assistant to criminal cases based on national legislation.
