Uzbek parliament plans to ban alcohol, tobacco consumption in public places
Tashkent, Uzbekistan (UzDaily.com) -- One of actual and the most interesting draft laws, discussed at the lower house of parliament, is the bill “On limiting distribution and consumption of alcohol and tobacco products”. The draft law is regulating relations in limiting distribution and consumption of alcohol and tobacco products.

The draft law was developed in line with the main principles of the state policy directed to limiting distribution and consumption of alcohol and tobacco products. The document takes into account legal, economic, social, medical, pedagogical and other measures, directed at protection of population health.

The document envisages measures directed at limiting distribution and consumption of alcohol and tobacco products among population, especially among persons under the age of 20.

Liberal Democratic Party of Uzbekistan (UzLiDeP) makes great contribution to adoption of the law. According to UzLiDeP party members, the draft law should become one of core law, which will help to fight alcohol and tobacco products abuse.

First of all, this will be achieved through active attraction of all interested sides and public to explanation works, directed at creating immunity to habit of alcohol and tobacco products consumption.

UzLiDeP underlined that it is important to form and introduce special business culture among middle class. Middle class has such values as family, sustainable financial position, calm life without any cataclysms, intention to receive quality education. And all these are achieved with healthy life style and natural demonstration will be non-acceptance of asocial behavior such as consumption of alcohol and tobacco among under ages. It is important to protect youth from negative impact of alcohol and tobacco.

UzLiDeP believes that one-sided approach to solving this problem, limited with prohibitive measures and strengthened sanctions against business structures will not bring expected result. The complex approach, including explanation works among population, should be adopted to solve this problem. As it is know that “forbidden fruit is always sweet” and bans can bring to other effect, when interest is increasing to banned products.

New law should have clear procedures such as mechanism of state control over production and sales of alcohol and tobacco products, and other issues. UzLiDeP said that inexistence of clear legal mechanism of control activity and other key moments will create ground for various negative occurrences.

UzLiDeP says that the draft law should focus on such issues as strengthening responsibility, in particular of producer and sellers of forged alcohol and tobacco products.
