The law was developed to prevent anti-social behavior of under ages, improving criminal situation among youth, increasing responsibility of parents and businesses for upbringing youth.

The law envisages administrative responsibility for allowing under ages during night time without parents or people, replacing them, to restaurants, cafes, bars, clubs, discos, cinemas, computer halls, and other entertainment places.
