Towards establishment of ONE-STOP-SHOP for government services
Tashkent, Uzbekistan (UzDaily.com) -- Memorandum of Understanding on establishing One-Stop-Shop (OSS) in the Sergeli district was signed on 25 June between United Nations Development Programme (UNDP), Communication and Information Agency of Uzbekistan (UzACI) and Khokimiyat of the Sergeli district of the Tashkent city.

At the ceremony held in the Sergeli district Khokimiyat, Kyoko Postill, Deputy Resident Representative of UNDP, Asadjon Khodjaev, Deputy General Director of UzACI, Mutolib Abdullaev, Khokim of Sergeli district of Tashkent city were present.

The signed MoU sets a framework for cooperation between the parties in establishing One-Stop-Shop (OSS) for government services in the Sergeli district through application of user-centric information and communication technologies (ICTs). OSS has been identified as an instrument ensuring transparency, effectiveness and efficiency of the public administrative services delivery. It represents a new approach to the delivery of public services, which allows for the reduction in the number of procedural steps involved in this process by changing the way the services are offered. Thus, OSS will offer a number of administrative services through a single service center or “one window” where all kinds of services are offered to the citizens as close as possible to where they live. Although OSS have been already implemented in some countries of the world, yet there is no way to replicate exactly the same model; therefore specific approach will be developed given the circumstances in Uzbekistan.

The cooperation is expected to enable sharing of knowledge, expertise and information, incorporating of best international practices into establishment of effective and client-oriented OSS for government services, as well enhancing knowledge and capacities of government officials in latest work principles and technologies. As it was emphasized by the signatories at the meeting, special attention will be paid to identifying impediments to fast and accessible public services as well as ensuring effective functioning of OSS.

It was agreed that the Khokimiyat of the Sergeli district, which readily accepted the invitation to participate in the project as a beneficiary and a pilot site, will designate responsible staff to work with the project team, go through trainings, change procedures to do them client-oriented. Communication and Information Agency of Uzbekistan will take a lead in organizing entire work and providing technical assistance and delivering specific consultations. UNDP will contribute to the project through Democratic Governance Thematic Trust Fund resources meant to support innovative catalytic e-governance initiative and also provide technical expertise and knowledge management. UNDP ICTP project will be directly involved in the implementation of the project.

The signatory parties pointed out that successful implementation of the initiative should make significant contribution to socio-economic development of the Sergeli district. They also said success of the pilot project will signal of its possible nation-wide replication.

UNDP’s project “Assisting the Government of Uzbekistan in the formulation and implementation of ICT for development policy” is aimed at supporting the development of ICT policy in Uzbekistan and facilitating use of ICT for achieving development goals.
