Tokayev signs laws to reduce the powers of the President of Kazakhstan

Tashkent, Uzbekistan (UzDaily.com) -- President of Kazakhstan Kassym-Jomart Tokayev signed laws on Saturday that reduce the powers of the head of state. It is reported by Interfax.

The laws provide, in particular, for the reduction of certain powers of the president in relation to local executive bodies and the Supreme Judicial Council, the reduction of the so-called "presidential quota" in the Senate of the Parliament, as well as the introduction of certain restrictions during the term of office of the president.

In addition, the documents contain amendments regarding the procedure for the formation of the chambers of parliament in connection with the transition to a mixed electoral system in the Majilis. They are restructuring the entire system of elections in connection with the transition to a mixed electoral system. A new institute for the recall of a deputy’s mandate is being introduced.

A number of amendments touched upon the reduction of the quantitative threshold for registration of political parties from 20,000 to 5,000 members, the requirement for the minimum number of regional representations of political parties from 600 to 200 people, the requirements for the minimum number of an initiative group of citizens to create a political party from 1,000 to 700 people. It also envisages amendments to increase the duration of the founding congress on the creation of a political party from 2 to 3 months.

The document contains provisions banning the president from membership in political parties, his close relatives will not be able to hold political positions and leadership positions in the quasi-public sector.
