The Russian government intends to simplify the entry of labor migrants into the country

Tashkent, Uzbekistan (UzDaily.com) -- Against the background of the closure due to the pandemic of external borders in Russia, the number of migrants has sharply decreased from 11 million to 6.3 million, and therefore, in 50 out of 77 regions there is an acute shortage of workers in the sphere of construction and housing and communal services. To improve the situation on the labor market, the Russian government intends to simplify the entry of labor migrants into the country.

Experts note that despite the growing number of unemployed among Russian citizens from March to December 2020 (from 3.5 million to 4.8 million), the state and business are unable to fill the missing labor resources.

To fill the personnel deficit at the expense of local residents, employers doubled wages in a number of specialties, but these measures were ineffective.

Experts name the following main reasons why it is impossible to fill vacant jobs by citizens of the Russian Federation:

1) insufficient number of qualified personnel in housing and communal services and construction. Before the pandemic, the main work in these areas was carried out by migrants, whom employers give more preference to;

2) low social activity of local residents. This is due to the fact that when looking for a job, citizens of the Russian Federation prefer to register at employment centers and receive material benefits for this. Hard, unskilled and low-paid work, which was previously performed by migrants, does not attract Russians;

3) the reluctance of employers and recruitment agencies to attract residents of "poor" regions of Russia to work in large cities. To mobilize the non-working population and withdraw it from the zone of "passive comfort", the expert community recommends that the authorities take measures to popularize in society the scarce professions that migrants previously occupied.

In addition, it is recommended to open specialized centers for the training of local personnel, taking into account the needs of the labor market. At the same time, it is important that Russians are confident that after training they will be employed and provided with decent earnings.

In general, the shortage of labor resources in Russia will persist for a long time. The measures taken to replace them with unemployed citizens of Russia, due to the peculiarities of the local mentality, will not give the expected effect.
