The Draft Law "On Motor Roads" Passed Its First Reading in the Legislative Chamber

Tashkent, Uzbekistan (UzDaily.com) — At a session of the Legislative Chamber of the Oliy Majlis, the draft law "On Motor Roads" was considered in its conceptual form and passed the first reading.

The document proposes the introduction of a mechanism for planning the road network aimed at ensuring infrastructure development in line with the growing needs of the population and the economy. Special attention is given to requirements for road design, including mandatory public consultation, environmental impact assessments, and the creation of a comfortable and barrier-free environment for pedestrians.

The draft law also regulates issues related to the restoration of road surfaces following construction works on communications and engineering networks. Additionally, it establishes regulations governing the movement of heavy and oversized vehicles.

Clear rules are provided for the placement of road service facilities in specially designated areas along highways.

One of the key innovations of the draft is the establishment of a legal framework for creating a network of toll roads. This includes offering tax and administrative incentives to investors, including foreign ones, with the aim of actively attracting investment into the sector.

During the plenary discussion, deputies noted the relevance of the legislative initiative while also emphasizing the need to clarify several provisions. The drafters provided detailed explanations in response to questions and expressed readiness to consider the proposals during further refinement of the document.

Overall, the draft law is aimed at improving the management system in the field of motor road infrastructure, ensuring the long-term preservation and enhancement of road quality, developing modern and sustainable transport solutions, and stimulating investment activity.

Following the discussion, deputies approved the draft law in its first reading.
