The 29th meeting of the Coordinating Council of Heads of Tax Services of the CIS Member States was held in Minsk

Tashkent, Uzbekistan (UzDaily.com) -- On 5–7 October 2022, the XXIX meeting of the Coordinating Council of Heads of Tax Services of the CIS member states was held in Minsk.

The meeting was opened by the Chairman of the Coordinating Council of the Heads of Tax Services of the CIS Member States (CIS CCRS), the Minister for Taxes and Dues of the Republic of Belarus Sergey Eduardovich Nalivaiko.

On behalf of the CIS Executive Committee, the adviser of the Department of Economic Cooperation G.N. Moshkov spoke at the event. In her speech Moshkova informed the participants of the meeting about the ongoing processes in the Commonwealth of developing interaction between the CIS member states in the economic sphere and the related tasks of the CIS CCRS in 2022–2023 in terms of improving the national systems of tax policy and tax administration in the CIS member states.

The meeting was attended by members of the Coordinating Council from the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan, as well as representatives of the CIS Executive Committee, the Financial University under the Government of the Russian Federation as the base organization of the CIS member states for training, professional retraining and advanced training of personnel in the field of taxes and taxation (hereinafter referred to as the Base Organization) and the State Tax Committee of the Republic of Uzbekistan.

During the meeting, information was heard on the results of the meetings of experts of the CIS CCRS, which took place from 5 to 6 October 2022; on changes in tax legislation that came into force on 1 January 2022 and on the performance of the tax systems of the CIS member states for 2021; on the application by small businesses of simplified (special) taxation regimes in the CIS member states for 2021; about the experience of determining the level of satisfaction of taxpayers; on the development of electronic document management in the CIS member states and other issues.

The issue of preparing Information on the implementation of the Protocol on the exchange of information in electronic form between the CIS member states for the implementation of tax administration from 2 November 2018 was considered with a view to its further submission to the CIS Executive Committee for consideration by the supreme bodies of the CIS in 2023.

At the meeting, members of the CIS CCRS provided information on improving the quality of service for taxpayers, as well as the development of interactive services based on feedback and user experience research in the CIS member states.

Following the discussion, the meeting participants noted that the efforts of the tax authorities are aimed at building a comfortable tax system that can quickly respond to both external and internal changes and is aimed at improving and improving the quality of tax services provided and creating the most favorable conditions for taxpayers.

The implementation of the Action Plan for the implementation of the first stage (2021–2025) of the CIS Economic Development Strategy for the period up to 2030 was considered in terms of the activities of the CIS CCRS.

The report was heard and the activities of the Base Organization were approved. A decision was made to hold a number of seminars and scientific and practical conferences on taxation and tax administration within the framework of the Base Organization in the first half of 2023.

A decision was made to establish a Working Group within the framework of the CIS CCRS to implement the principles of client-centricity in the work of the tax services of the CIS member states.

The CIS CCRS Work Plan for 2022-2023 and the agenda of the next meeting, dedicated to the following topics "Use of technological (digital) solutions, methods of analyzing a large amount of data to improve the efficiency of tax administration" and "Development of human resources" were approved.

The Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan Daniyar Janalinov was elected as the Chairman of the CIS CCRN for 2022–2023. The next, XXX meeting of the the CIS CCRS is planned to be held in the second half of 2023 in the Republic of Kazakhstan.
