Tenders Worth 43 Billion Soums Cancelled in Uzbekistan Over Antimonopoly Violations
Tashkent, Uzbekistan (UzDaily.com) — The Competition Development Committee of Uzbekistan continues its systematic efforts to detect and prevent violations of antimonopoly legislation in the field of public procurement.
Following a recent analysis conducted across various regions of the country, anti-competitive practices were identified in procurement procedures totaling approximately 43 billion soums. As a result, the procuring entities voluntarily cancelled the relevant tenders.
Documented Violations:
Andijan Region.
In a tender organized by the Center for Social Support worth 11 million soums for the purchase of bedding, biased evaluation of participants was identified. The tender was cancelled after the Committee's intervention.
Jizzakh Region.
The regional football academy held a tender worth 1.76 billion soums for outsourcing services. The procurement documents contained restrictive conditions that limited competition. After the violations were confirmed, the tender was cancelled, and the case was closed.
Kashkadarya Region.
In a 1.15 billion soum tender organized by the Kamashi District Improvement Department for the purchase of a motor grader, evaluation criteria were missing, and there were instances of subjective scoring. The tender was annulled.
Samarkand Region.
Eight government entities, including the Pakhtachi District Improvement Department, vocational and general education institutions, and a road cluster branch, organized tenders totaling 12.4 billion soums. Violations included restricting access for legitimate suppliers. All tenders were cancelled due to breaches of antimonopoly law.
Khorezm Region.
Irregularities were found in tenders conducted by the specialized sports boarding school in Bagat District (1.44 billion soums), the Khokimiyat of Urgench District, and the Urgench branch of Tashkent Medical Academy. Following official warnings, all tenders were annulled.
Tashkent.
Tenders with a total starting value of 25.7 billion soums were organized by more than ten public institutions, including the Institute of Technical Standardization, Uzbekistan Airways, Halk Bank, the Business Development Bank, and the IT Center under the Ministry of Economy and Finance. Violations included distortion of tender conditions and barriers to fair competition. As a result of the investigation, these tenders were cancelled.
The Competition Committee emphasized that such actions are aimed at ensuring fairness, transparency, and legality in public procurement, and at safeguarding the interests of bona fide market participants. Monitoring efforts in this area will continue on an ongoing basis.
