Tashkent, Uzbekistan (UzDaily.com) - On 21 March, a briefing was held at the Agency for Information and Mass Communications under the Presidential Administration of the Republic of Uzbekistan on issues and appeals of citizens and users of social networks during the quarantine period in connection with the coronavirus in Uzbekistan.

The briefing was attended by the Deputy Minister for the Development of Information Technologies and Communications of the Republic of Uzbekistan Kahramon Yuldashev, who gave detailed answers to the most interesting questions for citizens and users of social networks.

Currently, in connection with the coronavirus, air, rail and road communications have been suspended in Uzbekistan. Which countries have international mail service?

For international mail traffic, air communication was used (Uzbekistan Airways, Aeroflot, Korean Air, Fly Dubai). Due to the termination of air transportation as a result of negotiations with the postal operators of neighboring countries, on 20 March, Uzbekistan Pochtasi JSC established land postal communications with the following countries: Austria, Belgium, Bulgaria, Hungary, Great Britain, Greece, Germany, Denmark, Italy, Ireland, Spain, Cyprus , Luxembourg, Latvia, Malta, the Netherlands, Portugal, Poland, Romania, Slovenia, Slovakia, France, Finland, Croatia, Czech Republic, Sweden, Estonia, Ukraine, China, Lithuania, Belarus, Kazakhstan, Turkmenistan, Ross s.

Land mail is delivered to Kazakhstan and then sent to Europe and China.

During the establishment of transport links, changes will be made to the list of countries, which will be reported in the future.

Can I order products from Aliexpress now? Will my package come?

You can order products through Aliexpress. But since from February 4 to March 4 (the peak of the spread of coronavirus in China), the receipt of mail from China was temporarily suspended by the decision of the Government Commission, now the mail exchange with China is carried out via Kazakhstan by land transport.

A package made to order via AliExpress will arrive, perhaps with a slight delay in the delivery time. In connection with the cancellation of flights in a number of countries, mail is now transported mainly by land.

Between Uzbekistan Pochtasi and Kazakhstan Post reached an agreement on the transportation of mail from the People’s Republic of China (including orders by Aliexpress) by trucks in transit through Kazakhstan.

Shipping and handling of mail is carried out in compliance with sanitary and epidemiological standards, so there is no cause for concern for recipients.

What measures are being taken in Uzbekistan in connection with the transition of educational institutions to distance learning? What work is being done to improve the speed and quality of Internet communications?

Firstly, since the announcement of quarantine in connection with the coronavirus (COVID-19) in Uzbekistan, Internet providers and mobile operators have provided free access until 1 May 2020 to the websites of educational resources so that students can freely enjoy video lessons prepared by educational institutions with the assistance of the Ministry of Public Education and the Ministry of Higher and Secondary Special Education. In addition, free access to the website http://coronavirus.uz is also provided, where you can get objective and truthful information about the coronavirus in Uzbekistan and measures taken to prevent its spread.

Secondly, in order to ensure the speed of Internet connection at the appropriate level, the processes of changing the dynamics of Internet traffic, mobile and telephone traffic are taken under control. A plan of preventive measures to exceed the volume of downloads has been developed.

It should also be noted that the speed of the Internet is directly related to the technology used. Thus, a company can provide high-speed Internet speeds of up to 100 Mbit / s via fiber-optic lines. Also, the speed of the Internet directly depends on the tariff plan. Those. if the subscriber has a tariff plan with a planned speed of 4 Mbps, the speed will not exceed this indicator and thereby affect the overall speed. Thus, this will in no way affect the user. In this regard, everything possible is being done.

During the quarantine period in connection with the coronavirus (COVID-19) in Uzbekistan, what work is being done to provide Internet to remote regions of the republic?

Currently, during the quarantine period in connection with the coronavirus (COVID-19) in Uzbekistan, the Ministry for the Development of Information Technologies and Communications has simplified the procedure for launching base stations by mobile operators, in particular, work has been launched to issue permits for parallel design work.

To date, in accordance with simplified requirements, more than 100 base stations have been commissioned ahead of schedule.

During the quarantine period, what measures are taken to ensure the broadcasting of video lessons for students of secondary schools and preschool educational organizations?

In accordance with measures to prevent the importation and spread of coronavirus in the Republic of Uzbekistan by order of the special Republican Commission:

With an increase in requests from users, ensure uninterrupted operation and, if necessary, expand hosting capabilities for social channels and official websites (on the UZ domain) of ministries where video tutorials are posted.

Together with the National Television and Radio Company of Uzbekistan, measures are being taken to organize open access to broadcast video lessons on four television channels under the heading “online-maktab” (“online school”) via terrestrial digital television, cable television, IP-television, satellite television, and through low-power broadcast points in remote and inaccessible settlements.

Is it possible to broadcast videos on the prevention of coronavirus in screens installed in public transport, cafes and restaurants?

Everyone can post videos on coronavirus prevention on official websites and social networks. Broadcasting videos in public transport, cafes and restaurants is carried out directly by their owners. In this regard, one should also take into account the fact that the activity of cafes and restaurants is limited, and the number of public transport flights decreases.

During the quarantine period in connection with the coronavirus (COVID-19) in Uzbekistan, difficulties arise when making calls to the call center. When will these problems be fixed?

Starting from 15 March, Uzbektelecom, together with the Ministry of Health, organized a coronavirus call center (COVID-19), working around the clock, with the involvement of highly qualified doctors and specialists.

In addition, Uzbektelecom created all the conditions for operators operating on the short number 1003 - recreation areas, a canteen were organized. At present, over 100 highly qualified doctors are providing help on the coronavirus telephone number 1003 (COVID-19). According to statistics, to the short number 1003 from 03.15.2020 up to the present, 135 152 calls have been received. Highly qualified doctors gave advice on all requests. Today, all technical issues are resolved.

During the quarantine regime announced in Uzbekistan for the coronavirus epidemic (COVID-19), call centers, headquarters and operational data centers, as well as Youtube and movie sites, reduce their traffic so that the number of applicants does not exceed the established norm. Can such a practice be applied in our country? In this case, will companies doing business on the Internet suffer? What is being done in this regard?

During the quarantine period in connection with the coronavirus (COVID-19) in Uzbekistan, operators and suppliers will ensure the provision of services in accordance with the terms of the contract. All this does not imply a reduction in traffic. If such cases are identified, then appropriate measures will be taken.

Can I install free Wi-Fi in quarantined medical facilities?

Currently, all quarantined medical facilities are provided with all types of communications. If the quarantined medical institution receives an application for the organization of Wi-Fi zones, we have every opportunity to ensure this.

In connection with the announcement of quarantine due to coronavirus (COVID-19) in Uzbekistan, is it possible to receive and send parcels by mail? If so, through which mail services can I receive and send mail?

I want to draw your attention to one important point. Mail, as a long-standing form of communication and a multidimensional industry, is of strategic importance. Therefore, in complex socio-political, economic, epidemiological cases, attention to the mail does not only not wane, but only intensifies. In connection with such trends, requirements for mail employees are increasing in terms of improving their work, introducing new technologies into the system, and ensuring mail security.

We always pay great attention to ensuring security in the postal system, including taking preventive measures to prevent epidemiological cases by working in parallel with the sanitary and epidemiological mail service. Therefore, despite the spread of various epidemiological diseases and viruses in the world, the population is not at risk. So far, no such cases have been observed in Uzbekistan.

According to the World Health Organization, coronavirus does not live long on surfaces, including on premises. Today, Uzbekistan Pochtasi JSC takes all the necessary sanitary and epidemiological measures for parcels from other countries.

In order to take global security measures in many countries, the number of flights and rail transport has been reduced or completely suspended. For this reason, there may be problems receiving parcels from other states.

Corresponding work is underway on these issues.

These are the questions and appeals related to information and communication technologies that were received by citizens and users of social networks during the quarantine regime in connection with coronavirus (COVID-19) in Uzbekistan.

In turn, it should be noted that the Ministry of Development of Information Technologies and Communications is carrying out comprehensive work to prevent the spread of the coronavirus epidemic, in particular, to ensure the safety of mail parcels based on sanitary and epidemiological standards, as well as to provide distance online education.
