The movement said that calculations were made in line methodical recommendations “On determining ecologic damage, setting single approach to defining size of damage to environment” to assess environment damage, caused to separate regions of Surkhandarya region. The document was developed by Scientific-research hydrometeorology institute “Uzgidromet”, Institute of Economy of Uzbekistan Science Academy and National University of Uzbekistan.

Evaluative calculation of damage to four districts (Denau, Jarkurgan, Sariosiyo and Uzun) of Surkhandarya region of Uzbekistan, subject to impact of emissions from TALCO, shows that damage to environment and health of population made up US$228.3 million in four years (1997, 1999, 2001, 2003).

Ecological Movement of Uzbekistan proposed to create bilateral intergovernmental working group between Uzbekistan and Tajikistan.

The movement said the working group should prepare new edition of draft project between the governments of Uzbekistan and Tajikistan on cooperation in improving ecological situation in zone impacted by TALCO activity.

The group should also develop special inter-state programme on deepening studies on impact of dangerous emissions from the aluminum plant to environment and health of population in Tajikistan and Uzbekistan to develop measures on correction of ecological-hygienic situation in the region.

Ecological movement proposed to attract independent international experts and with participation of Uzbekistan and Tajikistan to evaluate damage, caused by TALCO emissions to nature and health of population in territories of two states.

Ecologists believe that it is necessary evaluate impact of environment of TALCO on trans-boundary context and prepare and solve issue on financing project “Programme on scientific-research and technical work on stage-by-stage decreasing emission at TALKO”.

Ecological movement proposed to carry out full modernization of technological processes and gas-purifying facilities at TALKO, taking into account impact to environment and implement programme on technical works on decreasing emission of TALCO.

Ecologists recommended to purchase equipment for creation of automated system on control of emission of anhydrous hydrogen fluoride and other dangerous means. They also called to crate geoinformation system (GIS) to monitor region, impacted by TALCO emissions and ensure its regular work.
