Supreme Court discusses strengthening judicial control over initial inquiry
Tashkent, Uzbekistan (UzDaily.com) -- Supreme Court of Uzbekistan held a roundtable titled “Strengthening judicial control over initial inquiry” on 10 August 2012.

The event was organized by the Committee of Senate of Oliy Majlis of Uzbekistan on legislation and judicial-legal issues with the Research center on democratization and liberalization of judicial legislation, as well as ensuring independence of judicial system under the Supreme Court of Uzbekistan.

Senators and MPs of Oliy Majlis of Uzbekistan, representatives of judicial system, law enforcement bodies, lawyers, scholars, and others participated at the event.

It was noted that Uzbekistan gradually strengthen judicial control over initial inquiry, liberalizes judicial system in the area. Uzbekistan introduced habeas corpus in 2008, which handed over right to issue arrest warrant from prosecutors to courts.

This decision served for further democratization of judicial-legal system and to build free civil society and legal state.

Uzbekistan conducts active process on deepening democratic reforms and liberalizing judicial-legal system, realizing wide-scale measures on improving national legislation, creating effective mechanisms of protection of citizens’ rights, ensuring rule of law.

The participants noted that there is need to further democratization of judicial-legal system. And the Uzbek President Islam Karimov proposed a complex of measures on this direction.

Among them is introduction of changes and amendments to Criminal-procedural code, which set that only courts can fire person or place person to medical establishment in initial inquiry. Handover of these authorities from prosecutors to courts expands use of habeas corpus.

At the meeting, the sides exchanged opinion on increasing efficiency of reforms in judicial-legal system, perspectives of expanding judicial control over initial inquiry, improving criminal-procedural legislation, international experience, etc.

The participants proposed some proposals on further improving criminal-procedural legislation, strengthening judicial control over initial inquiry, improving legislation, etc.
