Deputy Minister of Internal Affairs of Russia Igor Zubov said during the consideration of the document in the State Duma that the agreement is intended to test the mechanism of organized attraction of foreign labor “through the preliminary selection, verification and preparation of migrants for the implementation of labor activity in Russia”. Selection and verification will be carried out by Uzbekistan, he added.
According to Zubov, there are about a million citizens of Uzbekistan in Russia. The agreement envisages social and pension insurance for migrants, conclusion of labor contracts with them, the press service of the State Duma said.
“In case of ratification of the Agreement, the Ministry of Labor will post information on Russian employers who are in need of foreign workers, availability of vacancies and vacant posts, nature and conditions of work,” he said.
“The implementation of the agreement will contribute to strengthening of Russian-Uzbek cooperation in the field of external labor migration, development of friendly relations between the two states, upgrading of the skills of the labor force, as well as prevention of illegal recruitment of citizens of the Republic of Uzbekistan to work in the territory of the Russian Federation,” the explanatory note of the draft law said.
