The legal document was directed at further improving normative-legal base for protecting children, increasing responsibility of bodies and establishments, preventing neglect and law violation among under ages, as well as parents and guards.

The law regulates participation of culture and sport establishments, tourism organizations and mass media, self-governing bodies and NGOs in prevention of neglect and law violation among under ages. It also determines order of social-legal and pedagogical rehabilitation.
