Senate discusses progress in entrepreneurship development and environmental improvement in Tashkent

Tashkent, Uzbekistan (UzDaily.com) – At the fifty-fourth plenary session of the Senate of the Oliy Majlis, the state of work carried out in Tashkent city regarding entrepreneurship development and environmental improvement was reviewed as part of parliamentary oversight.

The session noted that positive results have been achieved in the sphere of entrepreneurship development and environmental improvement in the capital.

As of 1 April 2024, the number of active entrepreneurship entities in Tashkent city reached 135.1 thousand. The majority of these entities, 33%, are engaged in trade, 13% in industry, and 9% in construction.

Small business entities produced industrial goods worth 9.5 trillion soums in the last quarter of the current year, construction works valued at 5.9 trillion soums, retail trade amounting to 11.3 trillion soums, and services totaling 20.0 trillion soums.

Within the framework of family entrepreneurship programs over the past 6 months of 2024, more than 1 thousand individuals and legal entities in the city received preferential loans totaling 17.4 billion soums.

During the spring season of the nationwide "Yashil Makon" project aimed at improving the ecological situation in Tashkent city, approximately 700 thousand seedlings and cuttings of decorative and fruit trees and shrubs were planted. Additionally, within this project, 12 district administrations established 26 green gardens covering an area of 20.47 hectares. Each district created exemplary streets such as "Chestnut Street," "Plane Tree Street," "Oak Street," and "Tulip Street."

585 residential areas of Tashkent city have received comprehensive sanitation services. By March, a total of 363.2 thousand cubic meters of solid household waste had been collected.

During the current year, only 1,057 environmental expert opinions were issued to newly constructed and existing industrial and other production enterprises of the city.

However, it was also noted during the session that by the end of 2023, 327 territorial enterprises in the city ceased operations with losses totaling 10.2 trillion soums.

Furthermore, issues persist in a small industrial zone consisting of production enterprises in the Mirzo-Ulugbek district, where regular problems with electricity and gas supply occur. In the Yakkasaray district, work on establishing a youth industrial and entrepreneurial zone has not been completed in full, although the Yashnabad district has established a Youth Industrial and Entrepreneurial Zone comprising 28 lots, of which only 12 have been sold through auctions.

Despite control over the order and deadlines for addressing inquiries received through the "Virtual Office of the Entrepreneur" information portal, 29% of inquiries (106) had their deadlines violated.

Moreover, over 2.2 million tons of pollutants are emitted into the atmosphere annually across the republic, with approximately 420 thousand tons of pollutants in the air in Tashkent city alone.

Some regional enterprises still operate outdated dust and gas cleaning equipment that has been in use for over 10 years.

During the current year, 87 cases of illegal tree felling causing damage to nature totaling 817.3 million soums were identified. The effectiveness of treatment facilities in the city is low, with indicators of 72% at the Salar and Bozsuv facilities and 53% at the Bektemir facility.

Senators pointed out deficiencies to responsible ministries and agencies in the development of entrepreneurship and improvement of the environmental situation in the city, and proposals were made to take necessary measures aimed at improving the business climate and ensuring compliance with existing environmental requirements.

A corresponding resolution of the Senate of the Oliy Majlis was adopted on this issue.
