Senate Approves Amendments to Legislation on Transit of Special Cargo and Emergency Protection

Tashkent, Uzbekistan (UzDaily.com) — At a regular plenary session, the Senate of the Oliy Majlis reviewed the Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan.”

During the discussions, it was noted that in recent years Uzbekistan has been carrying out large-scale and consistent work aimed at strengthening the stability of legal regulation of public relations in the sphere of safeguarding state interests and security, as well as improving the quality and effectiveness of protecting the population and territories from natural and man-made emergencies.

The need arose to simplify the procedure for issuing permits for the transit of special cargo and military contingents, to reduce the risks of climate-related natural disasters, and to define more clearly the mechanisms for assessing damage caused by emergencies.

Previously, under the Law “On the Transit of Special Cargo and Military Contingents,” decisions on granting or refusing transit permits had to be made within 30 days of receiving an application, with the possibility of extension if necessary. The new Law stipulates that the validity of a transit permit cannot exceed 90 days.

In addition, to eliminate gaps in legislation, it is now established that a decision on granting or refusing a transit permit must be made within 20 days of application submission. The Law also clearly defines the circumstances under which this period may be extended and sets strict limits on such extensions.

The Law also introduces amendments to the Law “On the Protection of the Population and Territories from Natural and Man-Made Emergencies.”

Senators emphasized that the adoption of this Law will help increase the volume of transit of special cargo and military contingents while strengthening the legal framework for protecting the population and territories from emergencies.

Following the discussions, the Senate approved the Law.
