Senate approves a law “On self-governing bodies of citizens”
Tashkent, Uzbekistan (UzDaily.com) -- Senate of Oliy Majlis of Uzbekistan approved a law “On self-governing bodies of citizens” and a law “On election of chairpersons of citizens’ gatherings and their advisors” in new editions at its eleventh plenary session on 28 March 2013.

The first document is directed at further improving organization foundations of functioning of self-governing bodies, turning mahallas into the center of targeted support of population, development of private entrepreneurship and family business, as well as expanding functions of mahallas into system of public control over activities of the state bodies.

The law expands authority of state self-governing bodies in implementation of programmes on support of vulnerable layers of population, rendering material aid to youth from law income families at marriages and organization of weddings, appointment of allowances to unemployed and families with children under the age of two.

Council of self-governing bodies will receive additional authority in such issues as social protection of families, including in support of single elder persons, pensioners, people with disabilities and those, who need social support. The Senate approved the law.

Discussing law ““On election of chairpersons of citizens’ gatherings and their advisors” in new edition, Senators noted that the document is directed at further improving system of election of self-governing bodies, which should ensure election of worthy chairpersons of self-governing bodies and their advisors. It will also ensure openness and transparency o selection of chairpersons of self-governing bodies and their advisors.

The law sets additional requirements to candidates to the post of chairpersons of self-governing bodies and their advisors, including presentation of their future programmes.

The law expands authorities of Senate of Oliy Majlis in organizing and conducting of elections of chairpersons of self-governing bodies and their advisors. In particular, Council of Senate set date of elections of the chairpersons of self-governing bodies and their advisors.
