The main goal of the seminar is to familiarize the participants with new technologies, methods of training and development of new pedagogical instruments on training, re-training and enhancement of qualification of public finance sector employees.

In recent years the Government has initiated public finance reform initiative to enhance the effectiveness and transparency of the public finance expenditures. To advance with the implementation of the above-mentioned initiative, the Ministry of Finance of the Republic of Uzbekistan has adopted a Strategy on reforming the public finance system management for the period of 2008-2018. Within the framework of this strategy, implementation of treasury execution of the budget, introducing a new system of budget accounting in public sector, development and implementation of mid-term budgeting strategy and performance based budgeting, as well as, the introduction of the complex electronic system in public finance institutions, are envisaged.

In order to ensure the effectiveness of the reforms, it is considered important to improve the system of training, re-training and enhancement of qualification of the Ministry of Finance specialists, professorial and teaching staff of educational institutions of higher and secondary education, that provide training for the specialists in “Public Finance” field.

In this regard, the UNDP “Public Finance reform in Uzbekistan” Project and Agency for Assistance to the Development of Exchange of Economic and Financial Technologies (ADETEF) are providing assistance in the enhancement of the potential and qualification of trainers currently employed by the Training Center under the Ministry of Finance. Particularly, a set of measures on development of modern and quality training programs, formation of necessary trainer potential under the Training center are currently being implemented.

This seminar-training is the first step of the above-mentioned work and is conducted by the international experts from ADETEF and the Institute of public management and economic development of France (IGPDE) who have practical experience in the field.

During the seminar-training, the questions to be discussed are related to the development of training modules, establishment of various targets in the filed of pedagogical engineering, effective organization of training process, development of pedagogical guidelines and training handbooks, conduction of the examination of the knowledge received and others. In addition, the participants of the seminar discussed different approaches in implementation of modern teaching technologies in the process of training and re-training of public servants.

The knowledge obtained during the training seminar will be used in the process of development of training programs and training modules of new teaching technologies by trainers and teachers of the Training center and other higher educational institutions of Uzbekistan.

The participants of the seminar-training include teachers and trainers of the Training center under the Ministry of finance, Financial banking association and other higher educational institutions.
