The opening ceremony was held on 3 June 2016. Representatives of the SCO member states, officials of China and others attended the event.

It is expected that the SCO Charter will be ceremonial room. High-level guests and the visitors of the SCO will be welcomed here and they will familiarize with the activities of the SCO.

Opening of the SCO Charter Hall is continuation of realization of complex of events, dedicated to Tashkent summit.

SCO Secretary-General Rashid Alimov handed over facsimiles of the Charter of the SCO to the envoys of the member states of the organization. The SCO Charters will be stored in the capitals of member states.

On 7 June 2002, the SCO member states signed the Charter of the organization in Saint Petersburg. It sets key principles of the SCO activities. It determined system of the SCO bodies.
