Salaries of khokimiyat employees in Uzbekistan to be increased

Tashkent, Uzbekistan (UzDaily.com) — Salaries for employees of khokimiyats in Uzbekistan are set to increase following a presidential decree issued on 20 December. The decree aims to implement a new system to ensure economic growth and employment across regions while enhancing the role and accountability of local administrations in these processes.

The Ministry of Economy and Finance has been tasked with drafting a presidential decree within two months to increase salaries and financial incentives for employees of the Council of Ministers of Karakalpakstan, regional and Tashkent khokimiyats, as well as district and city administrations.

The decree also introduces changes to the standard structure of regional khokimiyat management. The maximum number of managerial staff remains between 61 and 70 per khokimiyat, with a total managerial workforce of 763 nationwide. Expanding staff numbers using budgetary or extra-budgetary funds is strictly prohibited.

New positions will be introduced in several khokimiyats. For example, Kashkadarya and Tashkent regions will now have First Deputy khokims. Additional roles will include a sector for strengthening international cooperation with China and attracting investments, advisors on agriculture and digitalization, and a protocol department.

The Agency for Civil Service Development, the Ministry of Economy and Finance, and the Ministry of Justice have been instructed to implement a performance evaluation system for khokimiyats on the samaradorlik.uz platform within two months. Evaluations will be based on ten key criteria related to the development and implementation of regional socio-economic programs.
