Tashkent, Uzbekistan (UzDaily.com) — On 27 November 2024, the President of Uzbekistan, Shavkat Mirziyoyev, signed the updated version of the "Railway Transport" law.
The new version of the law introduces changes to the definition of "railway transport," which is now divided into public and non-public transport.
It sets new rules for the use of public railway infrastructure and the activities of infrastructure operators, as well as specifying the rights and responsibilities of carriers.
The law regulates tariffs for railway transportation, which can now be formed based on market principles, eliminating state regulation of tariffs for services such as the provision of freight cars and the transportation of passengers on high-speed and express trains. A new mechanism for tariff regulation based on market principles is introduced.
The document also provides for compensation from the state budget for losses associated with passenger transportation on domestic routes, where prices are regulated by the state, except for high-speed and express trains.
The law outlines directions for attracting investments to develop railway infrastructure and specifies sources of funding for the construction and reconstruction of both public and non-public railways and stations.
Additionally, it includes provisions for implementing projects based on public-private partnerships in the railway sector. Clear distribution of powers between the Cabinet of Ministers, the Ministry of Transport, and the Transport Inspectorate is also outlined.
The law aims to create a competitive environment in railway transport, improve service quality for citizens, ensure the safe transportation of passengers and cargo, and promote international cooperation in railway transportation.
The law will come into effect on January 1, 2025, with most of its provisions (except for loss compensation and discounts) taking effect six months later, on May 29, 2025, following publication.
