President of Uzbekistan orders strengthened budgetary savings measures for 2025

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a decree requiring ministries, agencies, and local governments to implement measures to enhance the efficiency and savings of budgetary funds, based on the principle of "economy and ensuring stability."

Additional expenditures that could lead to exceeding the budget deficit, set at 3% of GDP, are allowed only if there are additional revenues or reductions in other budget items.

Government agencies are prohibited from:

  • Increasing salaries for managerial personnel (except for the minimum wage);
  • Purchasing official cars, expensive furniture, and office supplies at the expense of additional local budget sources, except for the education, healthcare, agriculture, and water sectors.
  • Purchases of cars and furniture with off-budget funds are allowed only with the consent of the Cabinet of Ministers.

When preparing the budget estimates for 2025, expenditures on furniture and office supplies must be reduced by 10% compared to the 2024 level (except for educational and medical institutions).

Local governments are prohibited from:

  • Allowing shortages in funds for salaries, medicines, food, and utility services;
  • Creating additional staff positions without legal justification;
  • Holding events without clearly defined sources of funding.

Starting from 1 January, the costs of maintaining medical institutions at the district and city levels will be transferred to the financing from the republican budget of Karakalpakstan, regional budgets, and the budget of Tashkent.

The Ministry of Economy and Finance is tasked with preparing a proposal by 1 September 2025, to end the practice of drafting temporary expense estimates.
