President of Uzbekistan made changes to the structure of the Cabinet

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On implementation of a qualitatively new system of organizing the work of the Government of the Republic of Uzbekistan”.

The head of Uzbekistan abolished in the executive structure of the Cabinet of Ministers of the Republic of Uzbekistan the posts of deputy prime ministers of the Republic of Uzbekistan — the heads of complexes by branches of the economy and social sphere, as well as their apparatuses.

Also, the consolidated information and analytical department on macroeconomic analysis and forecasting, reforming the financial and banking systems, development of private entrepreneurship and small business, as well as information and analytical departments on complexes, sectors and spheres of the country’s social and economic development, have been eliminated.

At the same time, the President introduced the post of First Deputy Prime Minister of the Republic of Uzbekistan - Minister of Transport of the Republic of Uzbekistan.

According to the document, the post of Deputy Prime Minister for Investment and Foreign Economic Relations has been introduced. Also, one of the Deputy Prime Ministers will oversee issues of social development.

At the same time, the posts of Deputy Prime Minister - Minister of Finance and Deputy Prime Minister - Chairman of the Women’s Committee have been retained.

The Prime Minister, in accordance with the resolution, will have two advisers on development of fuel and energy and basic industries, as well as on the development of the agrarian and food sectors.

The President approved the executive structure of the Cabinet of Ministers of the Republic of Uzbekistan with the maximum number of management personnel in the amount of 178 units.

The Prime Minister received the right to make, if necessary, changes to the executive structure of the Cabinet of Ministers within the total staff of its staff, taking into account the importance of regulating issues and solving priority tasks.

The document notes that the Prime Minister of the Republic of Uzbekistan carries out general coordination of the activities of ministries, state committees and other government bodies in order to ensure the achievement of the targets set for the Government, makes coordinated decisions on the differences that have arisen;

The deputy prime ministers monitor the progress of ministries, state committees and other state bodies in administering laws, acts of chambers of the Oliy Majlis, parliamentary and deputy inquiries, decisions and instructions of the President of the Republic of Uzbekistan, as well as constantly studying the real situation on the ground, comprehensive analysis of problems in the economy and the social sphere, and on this basis the development of comprehensive proposals for the implementation of strategic and priority tasks.

At the same time, they are not allowed to interfere in the activities of ministries, state committees, government bodies and local executive authorities in solving the assigned tasks.

Advisors to the Prime Minister ensure thorough study, examination and preparation of proposals to the Prime Minister on relevant areas and issues within their competence, and are personally responsible for this.

Ministers, chairmen of state committees and heads of other government bodies are personally responsible for the qualitative and comprehensive development of proposals, analytical and other documents submitted to the Cabinet of Ministers, including drafts of regulatory legal acts, as well as for the final results and consequences of their implementation.

The Prime Minister of the Republic of Uzbekistan, the Deputy Prime Ministers of the Republic of Uzbekistan and the Prime Minister’s advisers are not allowed to take control over business societies and companies, as well as other organizations with state share.

Advisers to the Prime Minister are appointed and dismissed by the Prime Minister of the Republic of Uzbekistan in agreement with the President of the Republic of Uzbekistan.
