The concept of public safety of the country is approved
Tashkent, Uzbekistan (UzDaily.com) - The President signed a Decree "On measures to approve and implement the Concept of public security of the Republic of Uzbekistan" on 29 November 2021.
The document approved:
The concept of public safety of the Republic of Uzbekistan;
Strategy for the development of the public security system in the Republic of Uzbekistan for 2022–2025;
"Roadmap" for the implementation in 2022 of the Strategy for the Development of the Public Security System in the Republic of Uzbekistan for 2022–2025.
In accordance with the procedure for the phased implementation of the Concept and Strategy, in 2023–2025, programs of targeted measures will be approved annually, providing for specific mechanisms for the implementation of an effective system for ensuring public safety with the establishment of strict control over its implementation.
It is determined that:
organization of public order protection during mass events, as well as in parks, squares and markets in the Republic of Karakalpakstan, regional centers and Tashkent city is carried out directly by the units of the National Guard;
in 2022–2023, escort units within the regional internal affairs bodies are gradually transferred to the direct subordination of the regional internal affairs bodies with their reorganization according to the principle of inter-district service on the basis of a unified management system.
The Ministry of Internal Affairs has been instructed, by 1 March 2022, to create at least one interdistrict patrol unit in each region at the expense of the local budget. And by 1 May 2022 - at the expense of extra-budgetary funds, introduce into the activities of the convoy units of the internal affairs bodies a system for monitoring escorted persons using electronic bracelets.
The tasks of the Department of Public Security, formed in the structure of the Ministry of Internal Affairs, have been determined:
coordination and comprehensive analysis of the activities of public security units;
protection of public order, effective management of forces and means of internal affairs bodies;
prevention of offenses, organization of work on the social adaptation of persons registered as preventive and under administrative supervision;
prevention of delinquency among minors and youth;
ensuring road safety;
ensuring the execution of sentences not related to imprisonment.
To effectively ensure public safety in makhallas, the tasks assigned to the inspectors for the prevention of internal affairs bodies are being optimized, and a single list of them has been approved. In particular, it is prohibited to involve prevention inspectors in activities not related to their assigned tasks and activities, as well as unjustified interference in their activities.
