MPs consider Ombudsperson’s activities in 2015

Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan considered the activities of the Human Rights Commissioner of Oliy Majlis (Ombudsperson) in 2016.
At the session, it was noted that Ombudsperson worked on improving the national legislation on protection of human rights, monitoring of compliance, consideration of citizens’ appeals, raising legal awareness of population and officials of the state bodies, developing international cooperation in the field of protection of human rights and freedoms.
Ombudsperson worked in cooperation with the Legislative Chamber, Senate, judicial and law enforcement bodies in 2015. Ombudsperson also participated in the control-analytical activities of the Parliament.
During 2015, the Ombudspersons held various outreach events. Ombudsperson also expanded contacts with foreign colleagues.
Representatives of the UzLiDeP faction suggested the Ombudsperson to pay more attention to the protection of private property rights of businesses and farmers.
MPs noted the need for more research and monitoring of the implementation of legislation in the field of protection of the rights of the representatives of the real sector of the economy, considering that it is urgent to further improve the standard of living of the population, employment of the population.
Faction members also made suggestions for improving the forms and methods of interaction with the parliamentary committees, the establishment of a regular exchange of relevant information. It is important to improve legal education on a regular basis, conduct outreach activities to strengthen the legal knowledge in the society.
Speakers from the faction of the Democratic party of Uzbekistan Milly Tiklanish, based on the objectives of the election platform and the interests of the electorate of the party noted that the Ombudsperson should be more involved in oversight and analytical activities of the committees to formulate proposals to further improve legislation and the overall legislative process.
He stressed the need to strengthen efforts aimed at the protection of rights, freedoms and legitimate interests of citizens guaranteed by the Constitution and laws of Uzbekistan.
Members of the faction also called for further strengthening of the Ombudsperson to protect the rights of domestic producers, national crafts, family businesses, motherhood and childhood, provision of transparency and publicity of work of Ombudsperson’s regional representatives.
Members of the faction of the People’s democratic party of Uzbekistan stated that they consider the protection of interests of all population layers requiring social support from the state and society, including pensioners and the disabled, as well as employees of budgetary organizations involved in social protection, representatives of the social sphere are their most important task.
Special attention is given to the strengthening of public control over the activities of public authorities in order to ensure the protection of constitutional rights, freedoms and legitimate interests of citizens.
Representatives of the faction of the Social democratic party of Uzbekistan "Adolat", based on election program noted that the state should become a reliable guarantor of the protection of social and economic rights of citizens. First of all, it is necessary to further improve the work to ensure social justice, implementation of the right of every person to work, to free choice of employment, to qualified medical care and education, the creation of favorable living conditions.
At that, representatives of the factions also paid attention to the number of repeated complaints received during the reporting period. In this regard, the Ombudsperson was proposed to reduce the number of similar complaints through strengthening bilateral relations with the state and other bodies. This will contribute to further increasing openness, transparency, and efficiency of the activities of government agencies.
Members of the deputy group from the Ecological movement of Uzbekistan called for the strengthening of attention of the Ombudsperson on the protection of environmental rights of citizens.
In particular, they recommended more frequent monitoring of execution of the legislation aimed at the protection of public health and the environment in ecologically unfavorable regions of Uzbekistan, to participate in various environmental activities carried out by the Ecological movement of Uzbekistan.
Taking into account the views expressed during extensive discussions, the deputies approved the report on the activities of the Authorized person of the Oliy Majlis of Uzbekistan on human rights in 2015 and adopted a corresponding resolution.
