Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan approved a general plan of Karshi city till 2030 with its resolution dated 23 September2013.
The resolution was adopted for further developing Karshi city, improving quality and level of its planning and construction.
The general plan of the city of Karshi envisages further development of the city as an administrative and economic, cultural and industrial center of Kashkadarya.
The general plan develops main principles, laid in previous general plan, developed in 1985, and determines main bases, principles and key parameters of perspective development of Karshi city.
According to the general plan, population of the city will reach 300,000 people by the end of 2018 and 430,000 by the end by the end of 2030.
The territory of Karshi city will expand from 8501.4 hectares in 2013 to 11795.82 hectares by the end of 2018 and 17,696 hectares by 2030. The residential area within the city borders will increase from 5,214.07 hectares in 2013 to 9,358.9 hectares by the end of 2030.
As part of the city general plan, it is planned to increase the housing stock from 3838.27 square meters to 9.89 million square meters by the end of 2030 (by the end of 2018 – 5.1 million sq. m.). The growth of the average total habitation area provision will grow from 15.3 square meters per person to 23.0 square meters per person by the end of 2013 (by the end of 2018 - 17 square meters per persons).
It is expected that number of places in pre-school educational institutions will grow from 6,940 in 2013 to 41,280 in 2030, educational institutions - from 32,700 to 90,300 in the reporting period.
The document said that the area of shops will increase up to 131,800 square meters in 2020 against 51,500 square meters in 2013. The hotel premises will make up 4,300 placed by the end of 2030 compared to 226 places in 2013.
It is planned to increase the length of streets and roads from 81.7 km in 2013 to 300.1 km in 2030. Number of transported passengers a year will reach 236.5 million passengers in 2030 against 28.1 million in 2013.
The length of water networks and pipes will increase up to 53 km by the end of 2018 and 106.2 km by the end of 2030. It is planned to construct additional water reservoir.
The water supply volume will reach 99,000 square cubic meters a day by the end of 2018 and 118,250 cubic meters a day by the end of 2030. Water consumption for household needs at the end of 2018 will reach 72,000 cubic meters per day and 86,000 cubic meters a day by the end of 2013.
Water consumption for production needs will make up 18,000 cubic meters a day by the end of 2018 and 21,500 cubic meters a day by the end of 2030.
Total capacity of sewage system will make up 65,000 cubic meters a day by 2018 and 90,000 cubic meters a day by 2030. The provision of habitation fund with the sewage system will make up 50% by 2018 and 60% by 2030.
It is also planned to create new garbage dump area for 9.7 hectares by the end of 2018. It will be expanded up to 30.5 hectares by the end of 2030. It is also planned to construct garbage processing plant by the end of 2030.
It is expected that total electricity consumption will reach 10.29million KWH a year by the end of 2030 and it is planned to reconstruct existing high-voltage sub-station.
The city will consume 582.3 Gcal/hour of heating, of which 313.8 Gcal/hour will fall to share of habitation sector, 180.1 Gcal/hour – communal sector and 82.6 Gcal/hour – industry.
The plan also includes projects on reconstruction of gas distribution network and stations, as well as introduction of gas meters. The gas consumption in the city, according to forecast, will make up 433.9 million cubic meters a year.
Territory of the city, as in previous general plans, will consist of residential and industrial zones. The general plan envisages construction of 4-9 floor houses, 2-3 floor houses and individual houses. The general plan stipulates construction of two-floor houses in large volume. It is also planned to construct three-floor houses with shops on the first floor. The plan also envisages development of services for population.
It is planned to create protection zones near architectural monuments of the city, which are located in northern part of the central regions of the city. There are also plans to construct buildings, which will reflect architecture of past period.
It is expected that the city administration will introduce limits for placement of advertisement boards and constriction of buildings near architectural monuments.
The plan includes measures on developing industrial zones and park zones in the city, as well as development of transport sector and roads.
